Our Story

About APO Software

Kepa Software was established in 2020 to develop a ground-breaking SaaS tool that embodied its founder’s hard-won portfolio prioritisation knowledge and skill, representing the learnings of a combined seventy years of providing consulting services to large government agencies and commercial organisations.

Kepa Software is the author of APO, a world-leading technology, breaking down very complex decisions into small pragmatic and realisable steps, which vastly simplifies and accelerates the decision process. It uses low-volume data that is likely already available within the business’ governance processes to produce what AI currently cannot. APO can model all proposed investments in an entire multi-national or government and, to date, has been applied predominantly to select and prioritise business transformation and asset management portfolios but has also excelled at supporting strategy development, and making general business decisions.

Theoretically APO could be used as a universal investment decision tool covering all asset classes at the same time comparing each potential investment against all others, however, it has not yet been fully demonstrated to prioritise all potential investment decisions within a corporation or agency in a real-world situation.

Our Founder Story

Ken Garrard is a seasoned transformation leader with more than four decades of executive experience across government and enterprise. From managing billion-dollar portfolios in energy and transport to reshaping IT strategy for major councils and utilities, his career has been defined by one constant: turning complex business transformation into measurable business value.

A recognised thought leader in portfolio optimisation and capital investment prioritisation, Ken has held senior roles including CEO, CIO, and Director, as well as consulting at the highest levels across industries from energy, finance, and logistics to healthcare, government, and education. He is a Certified Master Project Director (AIPM) and recognised globally for his expertise in strategy, governance, risk, program management, and organisational change.

Ken’s most notable achievements include saving $50 Billion on a proposed project transportation portfolio while still meeting capacity requirements, leading underperforming strategy teams to award-winning success, and guiding transformation pipelines of over 2,000 projects. He has built and scaled multiple businesses and worked in and alongside some of the world’s largest consultancies, consistently delivering outcomes they could not.

Today, Ken brings this lifetime of experience into APO, the decision-science platform he created with his late wife, Patricia. APO reflects their shared vision: to help leaders make defensible, transparent, and bias-free decisions on their most critical investments.
