Analytic Hierarchy Process (AHP)

AHP is a structured technique for organising and analysing complex decisions. It breaks a decision down into a hierarchy of objectives, criteria, and alternatives, then uses pairwise comparison to establish the relative importance of each element.

In APO, AHP enables stakeholders to compare priorities systematically rather than relying on arbitrary scoring. When a CFO and a COO disagree on whether cost reduction or service improvement matters more, AHP provides a structured, mathematical process for resolving that disagreement. The result is a set of weights that reflect genuine organisational consensus, not the loudest voice in the room.

AHP also exposes inconsistency. If a stakeholder says A is more important than B, and B more important than C, but then ranks C above A, the system flags it. This forces intellectual rigour into what is normally a subjective exercise.

Multi-Criteria Decision Analysis (MCDA)

MCDA is the overarching framework APO uses to evaluate investments against multiple, often competing, criteria simultaneously. Instead of reducing every decision to a single financial metric, MCDA allows organisations to assess initiatives across the full range of what matters: financial return, strategic alignment, risk, ESG impact, safety, community benefit, and operational feasibility.
